State Accreditation is the procedure of confirming that educational activities comply with the requirements of the federal state educational standard for professional education programs. State accreditation is conducted by the Federal Service for Supervision in Education and Science. It is a voluntary process but mandatory for all educational institutions seeking state accreditation. The result of passing state accreditation is the issuance of a certificate of state accreditation to the educational organization, valid for six years. If violations (deviations) from the federal state educational standard (FSES) requirements are identified, the Federal Service for Supervision in Education and Science (Rosobrnadzor) has the right to issue directives, conduct unscheduled federal state quality control of education, and suspend or deny state accreditation. This information is communicated to the founder, regional executive authorities, and prosecution bodies.
The accreditation of educational institutions in Russia was first established in 1992 through the Federal Law «On Education.» Russia was among the first European countries to introduce accreditation and develop its own methodology for evaluating education quality, drawing on the experience of the United States. Under the Committee for Higher Education of the Ministry of Science of the Russian Federation (later known as the State Committee of the Russian Federation for Higher Education and the Ministry of Education of the Russian Federation), the Department of Licensing, Accreditation, and Nostrification was created based on the State Center for Accreditation and Certification of the State Committee of the RSFSR for Science and Higher Education, headed by A. A. Kushel. The National Agency for Education (Rosakkredagentstvo), the first accreditation agency, was established on April 18, 1995, in Yoshkar-Ola by the order of the State Committee for Higher Education.
From 2002 to 2023, Aleksei Fomkin was an expert at the Federal Service for Supervision in Education and Science, responsible for overseeing various educational programs. Over the specified period, Aleksei Fomkin conducted more than 35 expert evaluations in total.
