Due to his extraordinary abilities and pedagogical talent, Mr. Fomkin became the youngest vice-rector of the Vaganova Ballet Academy at the age of 29. Being a recognized expert in the area of ballet education, in 2007 he became an expert in the state accreditation of educational programs in the field of choreographic and dramatic arts. This status is awarded by the Federal Service of the Russian Federation for the Supervision of Education and Science to specialists with a high level of competence in their field who have come a long professional way. As the head and a member of expert groups, he took part in more than 30 accreditation examinations of choreographic schools in the Russian Federation, including the Moscow State Academy of Choreography (year), the Moscow State Institute of Culture, the Magnitogorsk State Conservatory (year), the Khabarovsk State Institute of Culture, the Russian Institute of Theatre Arts GITIS, and others. His task was to assess the level of conformity of the professional training graduates receive at these educational institutions with the Federal State Educational Standards and the recent requirements of the choreographic art. Moreover, Aleksei Fomkin specializes in professional and public accreditation.

“I have known Mr. Fomkin since 2006, when I spent six months in St. Petersburg, Russia, on a Fulbright Research grant, working in multiple Russian archives on the childhood and young manhood of Russian-American choreographer George Balanchine (co-founder of the New York City Ballet). Mr. Fomkin was of great help to my research, opening the very rich archives of the Vaganova Academy to me (a rare privilege for a scholar), and even more importantly, helping me re-imagine the physical and psychological nature of the Academy in the volatile years when Balanchine was a student there (1913-1921). This was something that only Mr. Fomkin could have done because he is a fellow ballet history enthusiast. One who took his role very seriously as the head of this architecturally beautiful and significant institution at the heart of the architecturally extraordinary city of St. Petersburg.”

In accordance with Decree of the Ministry of Education of Russia dated January 13, 1999 No. 44, and in consideration of the extensive productive work carried out to develop the List of Training Programmes and Specialities of Higher Professional Education in Culture and Arts, subsequent to the second generation of state educational standards for higher professional education having been created, and at the request of the presidents of the councils of educational and methodological associations, I hereby order that:

Vice-Rector of the Vaganova Academy of Russian Ballet, State Educational Institution of Higher Professional Education, be awarded a commendation from the Ministry of Education of the Russian Federation.
